Unless you have lineage papers from the breeder/ owner on parents of puppies, I have been told you can not get AKC registered. To my understanding, it is one of the ways to protect standards of the different breeds.
You can get UKC registration form on-line with full explanation. I think you need 2 photos (front, side) plus signed paper from vet stating, to their knowledge, your dog/puppy is of certain breed. (This paper can be found on-line as well.) Newer technology has also allowed owners to get DNA samples from their dogs and have it tested; a little pricey though.

If the puppy was purchased at a pet store, contact the store to see why the papers were not provided. If there is a problem that cannot be resolved, contact the Better Business Bureau in your area. If you have received nothing in writing, only a verbal promise that pedigree papers would be provided, there is nothing you can do except to rely on the honesty of the person who sold the puppy. If you can prove that papers were to be supplied and you have not received them within a reasonable time, the final step would be court action if you feel it is worth the expense of trying to obtain the papers. It is also possible that no pedigree papers exist for your puppy and the promise by the seller was fraudulent.
If its a purebreed the usually come with papers if not ask to see the mom and dad.
A puppy w/o papers might come from a puppy mill, where dogs are bred with no concern for the mother's health, the genetic suitability of the parents, or the nutritional needs of the dogs. They are often sickly. Or maybe not a puppy mill but simple cluelessness. Doesn't change the outcome much.
Absolutely no! Anyone can breed a dog with CKC papers, just like with AKC papers. It is up to you the potential puppy buyer to check out the person you are purchasing a puppy from. Do NOT buy from pet shops as most get their pups from puppy mills. Purchase a pup from a ethical breeder or adopt one from your local Animal Shelter or Pound.
