yes. that is why you add the chemicals to the water. its a simple case of dilution. if the dog, human, consumes or even in some cases, inhale some of the chlorinated mixture could be very toxic. anything can killl you, from cheeseburgers to chlorine

It's not harmful if the water is clean but it'll burn and hurt and sting so I suggest very strongly you NOT do that
