Yes you can touch the pups after birth as you should be wiping them down with clean dry towels to clear any fluids from their mouths and cutting the cords with clean dry scissors and then dabbing the ends of the cords with iodine. Cut the cords about 1 1/2" up from the body of the pup, don't pull on them. Be sure to count the afterbirth as she should expel one after each pup. It would be best to take the pups and Mother dog into be checked by your Veterinarian to make sure all are doing well and that there are no pups still left inside of the Mom dog.
