You can check a dog breed handbook and look up a rottweiler. Rottweilers usually have a docked tail. They are somewhat bulky, and are black with redish brown markings above their eyes, on their chest, and legs. They have a smooth coat.
The only accepted colouring for a Rottweiler is black-and-tan. This means the Dog's body is all black with rusty brown markings on the legs, above the eyes and on the muzzle. Some Rottweilers also have tan markings on their chest and under their tail. This is the only accepted colour for this breed.
Rottweilers are usually black and brown, or brown and tan, with short, coarse fur.
Rottweilers and Labrador Retrievers both have short, glossy coats but they are different colours. Rottweilers are always black with tan markings, and Labradors can be all black, all blonde (yellow) or all brown (chocolate).

Some of the breeds that have distinctive markings on the legs that you might call freckles are many of the hunting dogs, like the various pointers and setters. These markings are called "tick markings" and some good examples are the German Shorthaired Pointers and Bluetick Coonhounds. Breeds that can have other types of spots on their legs include Australian Shepherds; Dalmatians; Beagles; and Basset Hounds for a few that come to mind first as examples. I'm not entirely sure what you mean, but I'll give it a shot. The cheetah has tear-like black markings under its eyes that help to keep the sun out of its eyes and cool it down a bit. Does this answer your question?
Vizslas are self-colored dogs and should not have light markings on the face. The eye rims should blend with the rest of the color on the coat.
Rottweilers feet are not webbed.
Well other than their both fiercely loyal and good guarding dogs, and that they share the same markings and colour nothing. Two completely different breeds.
