If it has food, water, a place to pee/poop, it's OK on occasion--but ideally a dog should not be alone for more than 6 hours. The first and foremost thing a dog needs is your time and your attention, so find a way to include your dog in your life more or find a dog walker or dog sitter to give the dog more attention if you are unable to. I suggest you don't get a dog if you are going to leave the poor thing alone for 9 hours a day. Dogs need love, play, and all that stuff. YOU SHOULD NEVER leave a dog home alone 9 hours each day. If your going to be gone that long, than a dog is too much of a responcibility right now...
You really shouldnt. Its truly unfair to the dog. It might feel neglectid and itll need to go to the bathroom. It needs loves it needs food and it needs to be excersized. If your leaving it alone for 7 hours a day the best thing to do is to try to give it away to a friend or family member because its unfair to the dog to be doing this. Maybe a cat is a better pet or if your alergic there are non alergic cats. I have a non alergic cat and a bichon. They play with each other they get along just fine.
A bath once a week and brush every day, even if they are not fluffy, still comb their fur.

Young Beagles need a minimum of a 30 minute walk a day. An hour to 1.5 hours is ideal. A Beagle in good shape could walk all day and not grow tired. Beagles are a hunting breed and need plenty of exercise. They are an athletic breed and many people do not exercise their Beagles enough which is why you see many fat Beagles. Never let your Beagle off leash as he is prone to wander. My 3 year old Beagle thrives on about 1.5 hours of exercise a day. Older Beagles probably need less.Beagles will need daily exercise. Nice long walks do the trick. A shorter ten minute walk in the morning and evening would also be great. The breed was bred for stamina, and they don't get worn out unless you really work them. The good news is, they don't NEED to be worn out to be happy.

Average on what you would give any other dog their size. They do not need a lot. Give them half a bowl, if they are still hungry, fill it up again and so on. Don't leave them going hungry. Give them what you would usually give a normal dog.
