they deffinatly can, but as whole pieces, it is better if you use it to put under their normal bedding, like straw or shavings. you can shred it, then that would be suitable. make sure you put more bedding in the sleeping and toilet area. Some inks come off (they are harmless), but the rabbit can get very grubby from the inks.
