they deffinatly can, but as whole pieces, it is better if you use it to put under their normal bedding, like straw or shavings. you can shred it, then that would be suitable. make sure you put more bedding in the sleeping and toilet area. Some inks come off (they are harmless), but the rabbit can get very grubby from the inks.

Avoid bleached papers, glossy papers, lots of colours, labels, stickers, plastic windows, staples, strings, tape, solid glues (sometimes you'll see this, a string or ball of glue: in that case, remove it; otherwise, glues used to stick two sides of a cardboard box together are starch-based and edible), and anything else that may be poisonous or indigestible.

Yes - modern papers and inks have to be very safe. Many people use newspaper under straw, hay or sawdust/shavings bedding.

No, it is not normal for them to eat newspapers. However it is perfectly normal if they chew on it.
