The act of swimming would require an organism to be in a liquid. Generally Manatees live in a liquid called water. Though there are many other liquids out there, I don't think manatees swim out of water.

No, manatees do not breathe underwater they must go up to the surface, open their nostrils, take a deep breath and close their nostrils so water doesn't come in through their nostrils.

Manatees don't breathe under water. They're air-breathing mammals. Lungs, not gills. When diving, they hold their breath.
