No. One is a Syrian Hamster, the other is a Dwarf Hamster. They are not the same species, they are not even the same genus.
Depends what you mean by 'type'. If you mean can a Syrian Hamster mate with a 'teddy bear', 'black bear', 'fancy' hamster, etc, then all these names are simply variants of the Syrian, and are different species. Therefore they can all freely breed together. A syrian hamster though cannot be bred with dwarf hamsters, or European hamsters, these are different species.
