NO, it's not a good idea to use a human's Asthma inhaler on a cat. If your cat has breathing difficulties (respiratory distress) take the cat TO A VET. While it's true that some human medications can be used on certain members of the animal kingdom the strength of those medications must be VASTLY reduced to be safe for animal use.
