I don't think so. I live in South Dakota, and there are cougars in the Black Hills in the western part of the state; but cougars in the eastern part of the state are rare. There is very limited hunting of mountain lions in South Dakota. This year the state allowed 15 females. Don't count them out. They are a very secretive animal, and could be living nearby and not get noticed. Here in NC, they are supposedly gone for a hundred years, but reports do come in. One was seen in the Pisgah National Forest with two half grown cubs in tow! There are reports also from our coastal swamps, many from trustworthy and knowing people.This cat is like a ghost, and from the reports that come in from other eastern states from time to time, I would be hesitant to declare them nonexistant!
