Most animal shelters will do an assessment on animals before rehoming them. They will normally put the dog in a number of situations to test their aggressiveness. If a dog is too aggressive then they have no choice but to put it to sleep because it is too dangerous for rehoming.
Some of the dogs at animal shelters are trained, either by the previous owners or the shelter. However not all of them are trained, for example new puppies. A lot of dogs in the shelters have come from abusive homes, so will need re-training to adjust to a normal, loving home.
Taking a dog out a shelter is much better than breeding more dogs only for them to end up in the shelter themselves. There are millions of dogs waiting for someone to love them - why make more?
