Are rottweilers and bernese mountain dogs related?

No the rottweiler is a peddigree dog, its an ancient dog crossed with a mastiff and a Swiss mountain dog possibly 1000 years ago, dobermans are also pedigree and not mixed and have no bloodline with a rottweiler

Yes they are as they are both mastif breeds and therefore descended from the same breed of dog. In a very distant sense. All dogs descended from the wolf about 10,000 years ago.

Yes. The original Doberman was the result of crossing Rottweilers with other breeds by Louis Dobermann in Germany in the late 19th century.
