A TSA 003 is a combination lock. To reset it, the shackle must be spun for 180 degrees after the current code has been entered. It is now in the reset position.
Set the combination to the correct setting, then press the button that may be placed on the bottom of the lock, or somewhere else, and while holding that down, change the code to what you desire it to be.
All the TSA locks have a key that is used only by the TSA to open the lock.
Look on the bottom there should be a reset button. It is very small and you have to use a pen point or paperclip to push it in. Set it to the numbers you want and then remove your pen/paperclip.
The specialty of using TSA locks is that a consumer can pick her or her combination for their lock, as opposed to having the manufacturer set the lock combination.

TSA luggage locks are just like regular luggage locks but with a Liberty Torch symbol on them. They will also have a TSA code on it. This indicates that airport security is able to use their keys on those locks to quickly check the contents.
I have the same problem. throw it away
There are three styles of Rimowa locks that I know: The factory setting unlock codes are 0-0-0. These instructions won't work if you don't know the code to open the lock - this is to just change the combination from what you already know, not a complete reset if you forget the combination.Start with the wheels positioned with the current unlock code. Be sure the numbers are showing in the little windows, not at the bottom of the wheel cover.Combi-Code (old style, without TSA lock) The 3 number wheels are in a horizontal row, and the lock is oval shaped.1. Open the lock by sliding the square lock release button down toward the wheels and hold it down while you work.2. Turn the wheels to your new combination by using something with pointed tip placed in the grooves of the wheels (this is not easy - it clicks just one at a time, with force)3. Release the sliding button and the new code is set.Combi-Code 1422 (on Limbo bags, also not a TSA lock) The 3 number wheels are in a vertical column.1. Open the lock by pushing up on the lock release button at the bottom of the wheel column and hold in place while you work.2. Turn the wheels to your new combination.3. Release the lock button, and the new code is set.Combi-Code (new style, with TSA lock). The 3 number wheels are in a horizontal row and the unlock buttons are on the left and right sides of the lock.1. Squeeze both the unlock buttons in at the same time and release to make the reset button is ready.2. Find the small hole at the center of the top of the lock and notice the small piece of metal just inside it. Use something with a pointed tip like a ballpoint pen and press the little piece of metal until it clicks.3. Turn the wheels to your new combination (again, you have to use some force to move the wheels).3. Press and release the lock buttons, and the new code is set.
Forget the clamp and TSA key. Look at the bottom where there is a small silver button. With a pen or small item, press this in with the correct code entered. (default for mine was 000). With the button pressed move the code to what you would like it to be set to like 123 and release the button. Now try the clamp with 123 and it should work. Save
