In ancient times, the Romans were indeed successful in conquering Italy despite occasional diplomatic mistakes or clumsiness. Indeed, in a number of cases, they succeeded in gaining territory, riches and other resources, and new citizens or allies through diplomacy rather than through the use of physical force.

In my opinion, no, despite the failure of the latest round of diplomatic talks. India must engage Pakistan by diplomacy and not by military combat. All issues between the two countries must be discussed and dealt with. Diplomacy is the best and the only route for a peaceful country. Severing diplomatic ties leads to economic disruption, social challenges and a silent arms race.
