The closing of a letter should have a comma, blank line, then you sign your name.

For a letter to your dad:

Love,

Billy

For a business letter:

Sincerely,

John M. Smith

NOTE: There should be no punctuation after your name.

It depends: if it a simple sentence like, The cat sat on the mat. It would be a full stop

If it was speech, then it would be quotation marks "hello there."

If it was a question, it would be a question mark, like: How are you?

If it was exciting, then you would use an exclamation mark, like: There's a pink elephant over there!
