Lived in Kenya during my childhood, family from there. The meaning is broad enough to also be applied to someone who is not being honest (two-faced)and was also used in stories I read at school about a monster that lived near the coast.

I think the idea of it also being applied to dishonest people happened as a result of Christian action in which the idea of the serpent being deceitful was then applied to the state of people being deceitful
