A gypsy is defined as a member of a nomadic, Caucasoid people of generally swarthy complexion, who migrated originally from India, settling in various parts of Asia, Europe, and, most recently, North America. It is also defined as an independent, usually nonunion trucker, hauler, operator, etc. So I they wouldn't be the same thing.

While both terms can refer to people who move from place to place, there are differences. "Gypsy" historically refers to specific ethnic groups with a nomadic lifestyle, while "traveler" is a more general term that can apply to anyone who travels.
