I would have to say Jesse James though both are very famous because most people would probably know Jesse before billy. That is a good question, but it is Jesse i would have to say.

I would say that he was a combination of the two. To the extent that Napoleon was a man with the power of free will, he was the creator, but without the French Revolution he would have remained an obscure Corsican officer in the French Army.
