It probably depends on what your field of study is, but I would think not. You would need at least a rudimentary grasp of the language to be able to gather anything from your classes, and while most French people also speak English, their English also happens to be something they were forced to learn in school and stopped learning and practicing when they had the chance. You should check for special international universities, since they're more likely to offer instruction in English.

It may be possible to do a Ph.D. in France without speaking French, as some universities offer programs in English. However, you will likely need to demonstrate proficiency in English and possibly another language, depending on the requirements of the specific program. It is recommended to check with the university directly for their language requirements.

Where can you work with a PhD?

If you want to work within the area you have the PhD in, then it depends on what that area is. The question could have been better answered if we knew what the PhD is in, and could also look at the related fields. Without this information it is difficult to say. However, one such opportunity for Phd's is being an educator at the college and/or university level. If you want to work within the area you have the PhD in, then it depends on what that area is.
