The elastic clause, also known as the necessary and proper clause, is a clause in the United States Constitution that grants Congress the power to pass laws that are necessary and proper to carry out its enumerated powers. It is known as the elastic clause because it allows for flexibility in interpreting and applying the powers of Congress.
Constitutional provision, U.S. Constitution, Art. I, Sec. 8, Cl. 18, empowering Congress to make all laws which shall be "necessary and proper" for carrying into execution the enumerated powers of Congress. The phrase is not limited to such measures as are absolutely necessary, but includes all appropriate means that are conducive to the end to be accomplished, and which in the judgment of Congress, will most advantageously effect it. 110 U.S. 421, 440. The clause is not a grant of power but a declaration that Congress possesses all the means necessary to carry out its specifically granted powers. 361 U.S. 234.
The congress has the right and the ability to stretch laws based on the validity in time. For example, when the constitution was written, congress had the right to establish an army and a navy. Well in 1947 that all changed because the air force was established. We all know that besides the french and their hot air balloons there were no air forces back in the late 1700's. However, under the elastic clause it is also implied that congress has the right to establish and grow an air force.
"Bleeding Kansas" is the nickname given to the territory where pro-slavery and anti-slavery settlers clashed in violent confrontations over the issue of slavery in the mid-1850s.
A residuary clause in a will specifies how any remaining assets should be distributed after all specific bequests and debts have been settled.
An elliptical clause is a type of clause in which words or phrases are omitted because they can be understood from context. This omission makes the sentence more concise. Elliptical clauses are common in spoken language and informal writing.
The noun clause in the sentence is "what happened next," as it functions as the object of the preposition "at."
The Equal Protection Clause in the 14th Amendment overturned the Dred Scott decision by guaranteeing that all persons within the United States are entitled to equal protection under the law. This clause protected the rights of all citizens regardless of race.

Article I, Section 8 is not called the Elastic Clause. The Elastic Clause is part of that Section, contained in its last paragraph.
the elastic clause helps to protect our natural rights by allowing the government to adjust to a national crysis. However, the elastic clause is not very specific, and so really anything can be deemed "necessary and proper" as the elastic clause goes, so the elastic clause on the other hand can actually violate our rights as well. It all depends on how it is interpreted.
