Prank calling to 911 is serious. Prank calls tie up 911 Operators, waste valuable time and resources, and prevents 911 Operators from responding to legitimate calls. Even if a prankster says nothing and hangs up, 911 Operators are now trained to dispatch police anyway, because it could be a crime victim who is unable to speak (such as: if an intruder is nearby; an intruder took the phone and hung it up; or a crime victim who cannot speak due to injuries, or a victim who has had tremendous blood loss and becomes unconscious after dialing the phone). As well, domestic violence victims often have an attacker hang up the phone after the victim has dialed 911 -- so police routinely respond to those hangups to find out what is going on.
Whether by a residential land-line or cell phone, abuse of the 911 Emergency Response System IS against the law and you can be arrested and have criminal charges for being a prankster. The same applies if you call a business or residential phone and do prank calls.
