LalithGeorge says A minor boy or girl should never be given permission by the parents to drink any form of alcohol.
That may or may not be true. Some parents might think receiving communion or taking part in a seder or taking Nyquil or taking a shot of brandy after staying out too long ice skating might have other benefits; some parents may wish the child's first experiences with alcohol to be where proper social drinking is modeled instead of binge drinking in college.
The more useful answer is probably that Section 30-89 of Chapter 545 of the Connecticut General Laws (a) prohibits minors from buying or attempting to buy alcohol, (b) prohibits minors from possessing alcohol, and (c)(3) exempts from those prohibitions minors accompanied by their parent, guardian, or spouse who is 21 years old or older. There does not seem to be any general prohibition on minors consuming alcohol. There is also a general exemption in (c) for religious purposes.

If your question is: can an adult have sex with a minor when there are laws against it, then the answer is no, even if the minor's parents give 'permission' for it. No one has the right to give another person--including their own child--permission to break a law.
It is not illegal for a minor to consume alcohol, but it is illegal to sell alcohol to a minor. It is illegal for a minor to be supplied with alcohol unless it is by a parent or legal guardian and it is to be drunk at a private gathering. It is also illegal for a minor to have or to drink alcohol in a public place unless they are with a parent or legal guardian. Yes but ONLY if there is an adult over the age of 21 monitoring them. Preferably the parents or legal guardians. The person who purchased the alcohol and allowed the minor to have it and left them unattended would be contributing to the delinquency of a minor, which is against the law.
A person who takes in a minor with the parents' permission may face criminal charges. It is best to call the parents or the police if the minor refuses to leave.
Not specifically familiar with TN law, but I can tell you that any other place I'm aware of, the parents or guardians of the drinking minor could be charged with either "Child Neglect" or "Contributing to the Delinquency of a Minor."
