Start at the bottom, gain as much experience as possible as you mature in your career, get as much education as you possibly can, and work your way to the top. Many times senior superviosors/managers of larger departments will have to leave their departments or retire and become Chiefs of smaller cities or municipalities.

They work their way up the ladder to chief

Another View: The Chief of Police answers to the Chief Executive of the jurisdiction in which they work (e.g.) Mayor - County Executive - Board of Commissioners - etc - etc) As stated above they can either work their way up through the ranks of their own department or comeone can be hired ti fill the position from the outside by the person(s) name above.

Individual police departments will have different requirements, but in general, considerable experience as a police officer is needed. It is best if the candidate has experience in many different areas of policing. Management training and knowing how to budget are also useful.
