You should attempt to redefine your question. If a government is seeking to constrain the rights of the disabled, it will always start by defining what "disabled" means: you must be labeled, packaged and filed under the correct key cards. That way the the government can gatekeep.
However, it is self evident that being disabled is not a collection of labels or medically definable conditions. A view of the whole person must ask: how should society be expected to treat this person, when all about them is understood?
I accordingly don't even think the law should be fcuking with questions of who is disabled and who is not. We are every one of us, disabled at times after all. This is not a concept that can or should be defined.
