Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted. This was created so that the judges would be fair to the defendant and his/her family.

It prohibits "cruel and unusual punishment" (e.g.: drawing and quartering - burning at the stake - etc) - it bans "excessive" fines, and it requires "reasonable bail" be set. It is a general and civilized guideline, codified in the Constitution, as to how to treat the convicted and the accused.
