Europeans have, generally speaking, a more relaxed attitude toward nudity, sex and morality than Americans.

There are some who would say that as America is a "younger" country and as it was originally founded by people with Puritan beliefs, it tends toward more rigid morals. Others would claim that because the country is so large, people are un-used to being crowded together in such a manner that you develop the ability to "not see" your neighbour, therefore making it unnecessary to have restrictive laws to insure no one is offended by those around them.

Still others would point to the American industries (movies and magazines) that promote the exploitation of nudity, by making it somehow both forbidden and titillating, and thus have resulted in censor boards and other such things.

There are those who would say that Europe being settled for much longer, and with the population living in such (relatively) close quarters, they have developed a more open and relaxed attitude toward the behaviour of their neighbours.

Who's to say for certain.
