This is an opionion question and is not allowed on WikiAnswers, but I will answer it in my opinion. A gang is a formed group. Forming a group is an organized act. Also any crime which is done in concert (that is, with the assistance of another or more persons) is also an organized crime. So if you commit a crime on behalf of a gang, it is an organized crime.

So-called "organized crime" can be involved in any type of criminal activity from selling heroin on the street corner to hijacking trucks to murder to ...anything. So-called 'white collar crime" is a loose reference to corporate crime that takes place within businesses, banks, and involves the fraudulent maniipulation of records, stocks, bank balances, ....etc. (e.g.: Crime where you don't get your hands 'dirty.')
There was a steady demand for liquor so there was incentive to set up the organization needed to import or produce liquor, distribute it and offer it for sale. The fact that is was illegal led to higher prices and greater profits. It is also led to corruption of law enforcement officers. Once an officer was on the take, he could not enforce any laws so others criminal activities flourished along with the illegal liquor sales.
Yes, organized crime did happen before the 1920's and was brought over by the Cicilian families and some Irish families. People were poor, they were tired of being poor so crime began and the Irish and Italian had an all-out war for years. Organized Crim is with us always in the U.S./Canada and it's simply just become more sophisticated in it's effects.
