In Glarus and the two Appenzell cantons there is provision for retrospective direct democracy. Once a year all adult citizens gather in the cantonal capital and vote on all cantonal laws passed provisionally by the cantonal assembly.

The House of Senate - Quốc Hội in Vietnamese - makes the Constitution. Actualy, the Constitution is just for show . The Communist Party is the one which really make all laws in Vietnam . Vietnamese Communist Party is a corrupt one, and you do not trust it and the laws it makes. The House of Senate located in HaNoi, capital city, near the tomb of HoChiMinh. It was built nearly half century ago.

All governments govern the inhabitants of their country. the real question is How does a theocracy cover (What rules does it follow?)
