As with many questions especially about government or politics this is very vague. Legislators are the ones who write laws. However, after they write the laws there are then administrative type rules that are written to the people who do the daily job. These are written by the agency the law was written for. SO if it's a Chidl support issue, the Federal agency ACF is in charge of writting those and then usually at the state level the their DOJ will write more detailed ones. At the federal level these are called CFR's, Code of Federal Regulation. At the state level they are commonly called Administrative Rules. If you want a law written, you have to talk to a legislator and if you want that law properly interpreted for the people in the offices you go to that specific agency.
