No single person has direct control of the legislative branch. This is primarily because it is split into two houses, each of which must work together to pass legislation. As far as internal control of each part, each makes its own rules of procedure. In the Senate, the Vice President is the President of the Senate but has no vote unless there is a tie. The Senate chooses a President pro tempore from among the Senators to preside when the Vice President cannot. He does have a vote. The House chooses a Speaker of the House to preside over the House of Representatives. He does have a vote. The other reason there is no direct control of the legislature is that the President has to agree to laws passed by Congress before they become effective. The legislature can override the veto but only on 2/3 majority, which is difficult to do.
