The constitution of the united states sets the boundaries within which our government functions. Additionally all laws passed by our congress can be overturned if the supreme court finds it against the constitution.
The United States Constitution gives the Judicial Branch of the government the power to review all laws passed by the Legislative Branch. If the Supreme Court, which is composed of nine justices appointed for life by the president, finds that a law is unconstitutional, that law can't remain on the books.
The job of the executive branch is to enforce the laws that the legislative make. The president/executive branch also handles foreign policy, acts as the ceremonial head of state, and acts as policy communicator to Congress and the citizens of the US.
A law which conflicts with a constitution is said to be unconstitutional.

The system of checks and balances allows each branch of government to undercut actions of another if it finds those to be in violation of the Constitution. The president can veto legislation, the Congress can impeach the president or block his budget. The Supreme Court can declare legislation of the Congress unconstitutional if it rules that way.

The elastic clause allows congress to make any laws that it finds necessary in carrying out its constitutional powers. Therefore this clause enables congress to make amendments to the constitution if it finds the amendment necessary.
