From the 16th to the 18th centuries, English pirates (mostly privateers) were given charters to harass the ships of rival countries such as Spain and France. They mainly operated in the Caribbean, and on the Atlantic trade routes. Other pirates were only out to enrich themselves, and robbed ships along the East Coast and Gulf Coast of North America, along the coasts of Europe, and on the Mediterranean and Atlantic coasts of Africa.
They would steal gold and other valuables enroute to Europe, and manufactured goods going to colonies in Africa and the Americas.
Pirates stole it from merchant ships and government treasure ships.
