Without further reference to the percentage recommended by these guidelines, the court may order additional amounts of child support as appropriate, depending on the income of the parties and the proven needs of the child.

Yes, if the father is not given custody he will be obligated to keep paying support to whomever the court awards custody or guardianship of the children.
In Texas, unless you are married for 10 years, spousal support is typically not awarded post-divorce. If the children are not his, he is not and should not be responsible for child support. His income is irrelevant for both situations.
Texas has NO state income tax
