Legislative
A member of the legislative assembly (MLA) is responsible for representing and advocating for their constituents in the legislative process, including debating, amending, and voting on proposed legislation. A cabinet minister, on the other hand, is a member of the executive branch appointed by the head of government to oversee a specific government department or portfolio, implement government policies, and make decisions on behalf of the government. Cabinet ministers typically have more direct involvement in policy-making and running the government compared to MLAs.

Public policy is formed in the American system of government either on a state wide or federal level. In both of these instances the laws are enacted by the legislative branch.
When a government enacts a policy, it means that they are making it a law. Before the government can enact a policy, it is first presented as a bill and must be voted on by members of government.
They aren't. The legislature, not the judiciary, makes policy.Another View: While it is true that the courts do not make "policy," they ARE capable of shaping or nullifying the laws passed by the Legislative Branch of government when these laws come before them for review.
