He is extremely manipulative, violent, cruel, and what most people would call plain evil. Manson endured an extremely abusive childhood, and spend most of his young life in juvenille detention facilities. Once he crossed the line into adulthood nothing changed. At one point he asked not to be released, as he felt jail was his home. Unfortunately, his jailers could not comply. Charles Manson is the 'poster boy' of why there should be no child abuse.
As far as I can tell Manson had no connection to Winton, CA. Whether he ever passed through no one knows. In the early 1970s Winton had the highest crime rate for a city it's size in the country. By the time it was declared the most dangerous city, Manson was already in jail and had been for quite a while. So I think that rules him out.
