Well the guidelines and laws are very unclear about shotta. For instance the shotta series noted as being the first would be Boku no Pico (watch if you dare) has a main character (pico) whose age isn't mentioned(this is how they get away with it). He looks roughly ten years old though. In the sequel "Pico no Chico" Pico meets a young man named Chico who looks roughly 8! Shotta can be pretty messed up.
