· On January 22, 2013, we have received our first order for 792 packs of our LifeSPRINGS Walkies Tiny Bites being Dog Chews/treats from our client in the UK, Mr. Scott Bullock of Advanced Rural Ltd (who is also an Australian living in UK), the value at export of $AUD$10,771.20

· Documentation require for UK customs/agriculture/vet clearance was signed and supplied by DAFF Australia on the 27th March 2013, Health Certificate No: 230213. The Shipment was subsequently refused clearance by UK customs/agriculture/vets because DAFF had signed the certification on a super-seeded form and there was also a typo error being BEEF instead of LAMB, unfortunately this error was not detected by DAFF/Vet officer at the time of signing the Health Certificate.

· After being notified by our client we then approached DAFF about the problem, and we were advised that due to the ongoing changes they were not aware of this Health Certificate is super-seeded. DAFF gave us the correct and current Health Certificate and then advised by DAFF officer to fill it out "CERTIFICATE ISSUED IN LIEU OF 230213 dated 27/03/2013". This second Health Certificate was then signed by the same DAFF Vet officer,

· After sending the second corrected current documentation, our client advised us that this was also rejected by UK authorities because they would not accept a new Health Certificate in lieu of the original. We then contacted/telephoned Suffolk Coastal Port Health Authority to assist our client to get the goods cleared, we have explained to the Vet officer Mr. Pablo Bauluz Lazaro that it was an innocent mistake of the Health certificate, but the goods are all in good order, and have also explained that we abide every requirements for export and have the product tested by AMS Laboratory ,still the UK authority would not see reason.

· The consequence of this failure due to incorrect Health Certificate signed by DAFF's Vet officer, is that the shipment in question is being held in bond in the UK, attracting a daily demurrage cost and causing our client to demand that we repatriate the shipment at our cost and cancel this first order that we have worked diligently to acquire a distributor in UK.

· Mr. Ian Lyall (Director Non Prescribed Goods and Organic) and Ms. Judy Turner have asked LifeSPRINGS Mineral Products Pty Ltd to assist DAFF in the issue of a new government certificate to allow the re-export of this detained shipment, they have explained that the government agency administering the legal provision of the Export Control Act 1982 and subordinate legislative instruments, they can only issue official certification to an Australian-based exporter; not an importer in Another Country, but they are unsure as to where they will be exporting the goods and uncommitted as to who will be paying the cost of the freight to the designated destination.

As you can see we have exhausted all avenues to assist our client. Because we have not experienced this matter, we have no alternative but to contact you for assistance as we did today. We ask Mr. Joe Hockey as our local Member of Parliament as a matter of urgency to request DAFF to remit correct documentation to the appropriate UK authority to clear the goods to our client.
