It's difficult to answer exactly "easiest" because each state sets its own regulations for that, and the only way to know would to be familiar with the process in all 50 states. However, generally speaking, for instance, in Mississippi, you don't have to take any kind of class (it's optional). You simply go to the DMV, apply, pay the fee, and a few weeks later, your permit comes in the mail. There are a few other states like that, but in (I think) the majority of states, you must take a safety class first.
