A right is something you HAVE to get. like voting or freedom of speech or something. and a responsibility is something you take credit for.

A right is something that you are intitled to by birth - something that governments have agreed upon - for example the right to be cared for.

A responsibility is - in the light of these rights what your side of the bargain is - i.e if a right is to be educated your responsibility is to learn as best as you can.

You can delegate responsibility, but you can't delegate accountability to anyone. If someone gives you a job to do, you can get someone else to do it, but you are still accountable to produce the results.
