They provide a basis for resolution of legal problems or conflicts so matters don't need to be decided over and over. No. Laws can and do change. While many laws remain the same for decade after decade some are changed by court decisions or by legislatures. Some are judged to be unconstitutional. Some states have rewritten their entire legal codes. Legislatures pass new laws all the time and repeal old laws.
