There is such a thing as "Resisting Without Violence" for which you can be arrested (in jurisdictions which have such a statute on their books - Fla for example) where you intentionally, but without struggling, go limp - refuse to cooperate with the officers efforts to move you - and just generally passively resist the officer without violence
