In Pennsylvania:
After receiving a valid class C drivers license, A 16 year old may apply for a MC learners permit. Another 6 month wait and 50 hours driving time must be completed. So, a 16 year old may obtain a permit, but state mandated waiting times will cause a person to be at least 17 before being able to obtain a regular MC license.

YOU WERE PERMITTED TO RIDE A MOTORCYCLE SO LONG AS YOU WERE "ESCORTED" BY SOMEONE ELSE WHO HAD A MOTORCYLCLE LISCENSE. IN ADDITION TO THE TESTING, I HIGHLY RECCOMEND A MSF (MOTORCYLE SAFETY FOUNDATION) COURSE. IT REALLY HELPS TO TEACH YOU HOW TO BE SAFE AND SMART ON TWON WHEELS ON THE ROAD.

There is no minimum age requirement to be a passenger on a motorcycle in PA. The only law is that a child must wear an approved helmet.
According to an email between myself and the Texas Department of Motorcycle Safety (dated October 2010): "A passenger on a motorcycle must be at least 5 years old. Texas Transportation code Sec. 545.416 (d)"

It can be found in the motorcycle drivers manual available at any regristry, a minimum age requirement doesn't exist, you need a full class 6 to even operate a motorcycle in which the minimum age to do so is 16 after a minimum wait of one year after obtaining a class 7(2 if obtained at 14) and you can only carry a passenger if the vehicle can safely allow(rear foot pegs and seat). If you're referring to the age that a passenger can be then that is grey area a passenger MUST be seated behind you. Depending on your bike model the passenger must be of sufficent size to hold there own weight to the bike and reach the foot pegs that's the requirement for most bikes, however some touring bikes have full seats with seat belts, a passenger of any age can be seating in them only when it is safe to do so.
