Any attempted offense can be treated as an actual offense or one degree less than the actual offense, depending on severity. Obviously an attempted offense is one in which the offense did not actually occur but an attempt was made to commit the crime. So attempted murder means trying to commit murder, and is punishable by 25 years to life in Florida, while first-degree murder is punishable by life or death.
