I think you can do an adequate job of selecting the title. One way is to write the outline of the essay then pick a major point or conclusion of the essay and derive a title from that.

What title can you use for an essay on television dramas?

Your title comes after you've written the essay -- it should come from what you've written! Nonfiction essays need a descriptive title that just tells what the essay is about, so make up a title that says what you're talking about in the essay. "Television Dramas" would be fine for a very general essay.

What is No 84 in the Federalists Papers about?

Federalist No. 84, written by Alexander Hamilton and the second to last essay, is significant for mentioning a common issue dredged up by Anti Federalists -- there wasn't a Bill of Rights. Publius (who in this essay was Hamilton) wrote that a Bill of Rights really was unnecessary. He worried that if a Bill of Rights was written it would be perceived to be the ONLY rights people had where in actuality they would have much more. This worry was assuaged with the ninth amendment, which means that any right not explained in the Constitution is still a right of the people.
