Jurisdiction is a broad term. In the general sense jurisdiction refers to legal authority over a certain geographic area, over a particular issue or over a person. In this sense referred to in the question, a jurisdiction is a geographical area under the control of a defined legal authority.

For example, each state in the United States has jurisdiction over most legal matters within its borders. Each has its own law codes that may vary from state to state. The authority of the federal government spans all states in certain matters and with exceptions. Towns and counties are jurisdictions and to some extent have powers that are independent of state and federal governments. For example, in Massachusetts the county Family Court has jurisdiction over cases involving child custody of minors who live in the county. A town has jurisdiction over such issues as dog laws, noise ordinances, where you can install a fence or what you can build in your neighborhood.

Jurisdiction usually pertains to the area that can be governed by local law. A jurisdiction has limits and if an individual acts outside of those limits the court can not pursue them.
