It is the use of misinformation to bring popular support to a specific agenda. During the cold war, US media put a lot of Anti-Russian Propaganda out. If you look at any movie or television show made during the cold war, you'll see giant, unattractive women, Spies wanting to destroy humanity, murderers, and little else for Russian characters. This was a deliberate ruse to make the general populace see the Russian populace as bad people. In reality, most of the Russian populace was in abject poverty and hated their government as much as we did, but feared it more then they hated it.
