Several things...the first being failing, intentionally or not, to correctly and completely accurately complete all required documents and info. Say not including an asset or a debt. A filing that appears to be abusing the process, where someone is using the law to escape debts intentionall incurred. That it appears to be a situation that can be resolved without BK. Bankruptcy protection remains in place and the creditor who was denied the stay will remain a part of the bankruptcy and cannot attempt to collect the debt owed.
