∙ 11y agoThere is not a specific percentage of states that must approve a proposed amendment to the constitution, but a percentage of votes in both the Senate and the House. Two thirds of the votes cast in the senate must be in favor of the new amendment, as well as two thirds of the votes in the House of Representatives.

The President can not change the US Constitution. He can not propose amendments not does he approve or disprove proposals for amendments. (He could come out for or against a proposed amendment, but it would only be an opinion.) Not amendment were ratified or proposed by Congress while Adams was in office.
