The three-fifths compromise was a compromise between Southern and Northern states reached during the Philadelphia Convention of 1787 in which three-fifths of the population of slaves would be counted for enumeration purposes regarding both the distribution of taxes and the apportionment of the members of the United States House of Representatives. Same answer but simpler and smaller... It was an agreement that counted three-fifths of the slaves in any state as part of the population.

The three-fifths compromise has to deal with slaves. As the US was forming, you know, the Constitution and all, it was debated on whether or not slaves should be counted in a state's population. The South wanted slaves to be counted as people because this way, they'd be able to have more influence in Congress since the number of representatives is related to the population. The North didn't want slaves counted as people, because they didn't have nearly as many in the South! The North didn't want the South to become to powerful in Congress. Hmm...what do do...Then came the three-fifths compromise! It was decided that slaves would be counted as 3/5 of a person! It's still a mystery, however, as to why they chose 3/5 and not a simpler fraction. =D

That only part of the slave population would count toward representation.

While writing the constitution many problems arose, one of them was whether or not if slaves count during elections and such, the compromise that arose titled the three-fifths compromise labeled the slaves so that they only count for three-fifths of a person.

The problem of how to put together the US legislative branch. It solved the conflict between the NJ Plan and the VA Plan.

The huge gap between northern and southern views was that the northerners (the New Jersey Plan) believed that since slaves would not be allowed to vote, they should not be counted when allocating seats for the House of Representatives. The Virginia Plan said that slaves were people and should be counted. This would give the south much more power in the House of Representatives.

The three-fifths compromise allowed each black slave to be counted as 3/5 of one person for the purpose of giving states US Representatives in the House.

The oddity of this whole business was that in the north, where most opposed slavery, they did not want to count blacks as people, while in the south they endorsed slavery and did not allow blacks to vote, but wanted them counted as people anyway.

the southern states wanted their slaves to be able to vote because if their slaves could vote, they would most likely vote for their owners choice, but the northeners didnt want them to vote so they agreed that slaves would count as three-fifths of a person
