This refers to the time before the American Revolution when we were a Colony of England. This was a rally cry of some revolutionaries. What it means is that they were against the application of tariffs and taxes placed on the Colonies by the King and Parliament of England while at the same time the Colonies had no Representatives within the governing Parliament of England. The Colonials saw themselves as British Citizens but since the Colonies were not within Great Britain they did not have the right to send any Representatives to serve in Parliament. The term was actually "No Taxation without Representation".
I cannot recall who said it, but it meant that the American colonists would not submit to English taxes without an official government representative.

It goes back to when the colonists first came to America. Their saying was a bit different then that though; "No taxation without representation". That meant they were arguing because they weren't supposed to have taxes without a representative (like a governor for example). Because, who were they really paying taxes to? Britain. But they lived in America. Britain wasn't supposed to control them. That led to the Revolutionary War, etc... Anyway "Taxation without representation" means that people like loyalists (those who supported British government) didn't mind taxes without a representative.
